TOURS AGREEMENT 10. Matches 10.1 All Matches shall be played according to the Laws of the Game and the applicable Regulations. 11. Match Officials 11.1 For International Matches, referees and touch judges shall be appointed as follows: (a) A team of three Match Officials from a Union not involved in the Match shall be appointed by World Rugby in accordance with the Regulations. (b) In all cases one of the touch judges will be nominated by World Rugby to replace the referee should he be unable to continue and his name shall be made known prior to the commencement of the Tour/Match. (c) A fourth and fifth Match Officials shall be appointed by the Host Union. (d) A Television Match Official shall be appointed by World Rugby. Such Television Match Official shall be from a neutral country. 11.2 For all other Matches, referees and touch judges shall be appointed as follows: (a) A referee shall be appointed by mutual agreement between the Host Union and the Visiting Union. For the avoidance of doubt any referees selected for such Matches must be on World Rugby Elite Panel of referees unless the Host Union and Visiting Union agree otherwise. (b) In the absence of agreement between the parties pursuant to Clause 11.2(a) above within a reasonable time (having regard to the timing of the Tour and other relevant considerations) then the matter(s) will be referred to the World Rugby Executive Committee which shall be entitled to make a decision on the referee appointments for such Matches subject always to such referee being on the World Rugby Elite Panel of referees. The decision of the World Rugby Executive Committee shall be final and binding on notification to the Unions and implemented immediately by the relevant Union(s). (c) Touch judges shall be appointed by the Host Union from their International or provincial panel of referees. (d) The Host Union shall nominate which touch judge shall replace the referee should he be unable to continue and his name shall be given to the Manager prior to the commencement of each Match. (e) The Host Union shall appoint the fourth and fifth Match Officials and the Television Match Officials. Last update: 14 January, 2015 496
